How to Get Involved in the Search
Dear Eaton School District Community,
We want to provide a brief update on the superintendent search and invite you to participate in the selection process. Dr. Randy Zila with McPherson & Jacobson L.L.C, Executive Recruitment and Development, is assisting with the search process. The Board of Education met Monday, February 10, to select the finalists for the position, who will be visiting our district on Friday, March 7, and Saturday, March 8, 2025. There are a couple of opportunities for the community, parents, and staff to get involved.
Three interview committees, each consisting of eight members—including school administrators, teachers, staff, parents, and community representatives—will be formed to participate in the interview process. To be considered to serve on one of the committees, participants will need to attend a two-hour interview training session with Dr. Zila on Thursday, February 27, 2025, from 5:00 – 7:00 PM and be available for a full day of interviews starting at 7:30 AM on Saturday, March 8, 2025. If you cannot serve or are not selected to serve on one of the interview committees, all finalists will also be available at a public open forum and meet-and-greet on Friday, March 7, 2025. Additional details about this event will be shared closer to the date.

The Finalists
Dustin Hunt
Dustin Hunt is the Superintendent of Schools in Hot Springs County School District #1, located in Thermopolis, Wyoming. A native of rural Montana and Idaho, Mr. Hunt graduated from Kellogg High School. He earned his Bachelor’s degree in Health, Physical Education and History from the University of Montana Western in Dillon, Montana, where he also played college football.
After teaching for nine years in Idaho, Mr. Hunt earned a Master’s degree in Education Leadership from Grand Canyon University. In 2007, he became the principal of Hot Springs County High School, where he served for four years. Later that year, the Hot Springs County Board of Education promoted him to Superintendent of Schools, a role he has held for the past 14 years. Under Mr. Hunt’s leadership, the district has experienced significant growth in student achievement, and expanded educational opportunities. In 2020, Mr. Hunt received the honor of being named the Wyoming Superintendent of the Year.

Jim Fraley
Jim Fraley currently serves as the Assistant Superintendent of Instruction for Laramie County School District #1 in Cheyenne, WY. With nearly 30 years of
experience in education, Jim has developed a strong reputation for building relationships through effective leadership and a passion for creating and enhancing learning opportunities for students and staff. Before becoming Assistant Superintendent, Jim served in various leadership roles as a paraprofessional, teacher, coach, and the principal at Anderson and Meadowlark Elementary schools. In these positions, he successfully implemented innovative initiatives and projects such as Wyoming Flight Basketball Association, and the first 5/6 grade elementary in the history of the district, which led to significant improvements in student achievement, teacher performance, and community engagement.
Jim holds several degrees including a Master of Teaching from Whitworth University, a Bachelor of Science in Economics/Business Administration along with an Education Specialist and Administrator certifications from the University of Wyoming. He is deeply committed to a
passion for learning and as a leader, he has fostered collaborative partnerships with students, families, staff, and the wider community, ensuring that every child has the opportunity to
succeed. Known for his gentle giant approachability and dedication to students, he works tirelessly to create a collaborative environment where both students and educators can thrive. In part with his
servant leadership and collaboration with staff, parents, and the community, the district continues to make advances in education and advocate for policies and practices that promote Student Readiness, a Healthy Environment, and Community Engagement across the district.
Through the efforts over the past four years, the district has had its highest achievement rates in reading and math in elementary schools on the State’s Assessment last year. He has also helped spur innovative ideas throughout the district in Junior High Redesign and High School Activities
and Athletics which has improved student culture. Most recently, the district raised its graduation rate for all students including students traditionally underserved. Outside of his professional responsibilities, Jim is an active fisherman, golfer, sports enthusiast, and dedicated husband of his wife for 30 years and father of six, further demonstrating his commitment to both education and his personal values of family. Jim is proud to serve as the Assistant Superintendent of Instruction and is dedicated to making a
positive, lasting impact on the future success of students.

Dr. Scott Cooper
Dr. Scott Cooper is an experienced educational leader with 25 years dedicated to fostering student success, driving instructional innovation, and building community partnerships. As the EPIC Director at the Colorado River Board Of Cooperative Educational Services (CRBOCES), he leads Career Technical Education (CTE) initiatives that prepare students with industry-
recognized credentials for college and careers, addressing workforce gaps in rural areas.
He also serves as Director of Classrooms for Colorado LIVE (CC-LIVE), managing a statewide synchronous online learning program that delivers certified teachers to rural classrooms. His doctoral research focused on improving rural student outcomes through online learning, reflecting his commitment to educational equity.
Dr. Cooper’s career spans roles from classroom teacher to superintendent, including leadership in Colorado's largest Western Slope district and the Dolores School District, where he strengthened community partnerships. Known for visionary leadership and strong financial acumen, he champions innovative solutions, including AI-driven professional development.
He holds degrees from Utah State University (B.A., 1999), Northern Arizona University (M.A., 2004), and Nova Southeastern University (Ed.D., 2014), along with Colorado licenses in Administration, K-12 Principal, and CTE Director.
Passionate about rural education, Dr. Cooper is committed to transforming traditional education models, enhancing CTE pathways, and promoting student-centered success.
